During the recent special session to re-draw Congressional districts, the Florida Legislature did not end up agreeing on maps; but during the discussion there was renewed focus on how prisoners affect the population of districts and who represents communities. For example, Congress member Corrine Brown said if her district is re-drawn heading west from Jacksonville the number of black voters will be reduced because it will include 17,000 prisoners in the new district, none of whom can vote.
To talk about how prisoners are counted and the issue of what is known as prison Gerrymandering, WMNF News’ Seán Kinane spoke with Nancy Abudu, legal director of the ACLU of Florida.
